UPDATE: Vernon County sex offender released in Richland County will reside in Vernon County

Vernon County Sheriff Roy Torgerson is releasing the following information pursuant to Wisconsin State Statute 301.46(2m) which authorizes law enforcement agencies to inform the public of a sex offender’s release when, in the discretion of the agency, the release of information will enhance public safety, awareness and protection.

The individual who appears on this notification has been convicted of a sex offense that requires registration with the Wisconsin Sex Offender Registration Program (SORP). Further, this individual’s previous history places him in a classification level that reflects the potential to re-offend.

This sex offender has served the prison sentence imposed on him by the courts. THIS PERSON IS NOT WANTED BY THE POLICE. This notification is not intended to increase fear; rather, it is our belief that an informed public is a safer public.

Sex offenders have always lived in our communities, but it was not until the Sex Offender Registration and Community Notification Law was enacted, that law enforcement was able to share this information with the community.

Citizen abuse of this information to threaten, intimidate or harass registered sex offenders will not be tolerated.

In 2024, he was convicted in Vernon County Court of Lewd and Lascivious Behavior-In Public, in 2023 he was convicted in Vernon County Court of Expose Child to Harmful Material and Exposing Genitals/Pubic Area/Intimate Parts to a Child, in 2018 he was convicted in Vernon County Court of 4th Degree Sexual Assault, in 2008 he was convicted in a Vernon County Court of Cause Child 13-18 to View Sexual Activity, and in 2001 he was convicted in a Crawford County Court of 3rd Degree Sexual Assault.

He is described as follows: Male/White, 5’10”, 180 pounds, blonde or strawberry hair, blue eyes.

RESIDENCE:

Upon release from prison June 9, 2026, Rick L. Alexander had an approved residence in Richland County, but on June 12, 2026, the Vernon County Sheriff’s Office was notified that Alexander was returning to Vernon County with no address.

EMPLOYMENT:

None currently reported.

SUPERVISION PLAN:

1. No unsupervised contact with minors; No contact with victim.

2. Not to consume drugs.

3. Comply with standard sex offender rules.

4. Face to face contact with law enforcement required.

5. Comply with lifetime registration with the Wisconsin Sex Offender Registration Program.

6. Comply with electronic monitoring.

RICHLAND COUNTY, Wis. — The Richland County Sheriff’s Office has issued a community notification regarding the release of a registered sex offender now living in the area, part of a state law that allows law enforcement to share information to enhance public safety and awareness.

Authorities say Rick L. Alexander, 45, was released from prison June 9, 2026, after serving his sentence for multiple convictions in Vernon and Crawford counties. Most recently, he was convicted in 2024 of lewd and lascivious behavior in public. His criminal history also includes convictions for exposing a child to harmful material, exposing intimate parts to a child, fourth-degree sexual assault, causing a child to view sexual activity, and third-degree sexual assault.

He is described as follows: Male/White, 5’10”, 180 pounds, blonde or strawberry hair, blue eyes.

Alexander is required to register with the Wisconsin Sex Offender Registration Program and has been assessed at a level indicating a potential risk to reoffend, according to the sheriff’s office.

He is living at 28841 County Hwy Y in the town of Eagle, Richland County, and is employed at L&M Salvage in a position approved by the Department of Corrections. Officials said his job does not involve contact with children.

As part of his supervision, Alexander is prohibited from having unsupervised contact with minors and from contacting victims. He must comply with standard sex offender rules, refrain from drug use, maintain face-to-face contact with law enforcement, and remain under electronic monitoring. He is also subject to lifetime registration requirements.

The sheriff’s office emphasized that Alexander has completed his court-ordered sentence and is not wanted by law enforcement. Officials said the notice is intended to inform residents, not to cause fear.

Citizen abuse of this information to threaten, intimidate or harass registered sex offenders will not be tolerated.

“An informed public is a safer public,” the agency said, noting that misuse of the information to threaten or harass the individual will not be tolerated.
