Fox Lake Wis. man arrested in Madison following Vernon County bank fraud investigation

WESTBY, Wis. – Friday evening the Vernon County Sheriff’s Office issued a statement asking the public’s help in locating a man they believed was responsible for cashing fraudulent checks at area banks and businesses. The Sheriff’s Office said early Thursday afternoon, July 25, at approximately 2:00 p.m., the Sheriff’s Office received a report that a man cashed a fraudulent check at a financial institution in the city of Westby, approximately two hours earlier. 

At approximately 12:45 p.m on Thursday, a second check was cashed at a financial institution in the village of Coon Valley. 

The same person attempted to cash a third check at a financial institution in the village of Stoddard after it was learned the checks, presented as issued by a business in Tomah, Wis., were forgeries, and the third attempt was unsuccessful.

The statement said investigators used bank surveillance photos to identify the man as Raymond Scott “Scotty” Regall, 59, with a last known address of Fox Lake, Wis.

Friday evening, the Vernon County Sheriff’s Office distributed photos of Regall to the public and the media asking for help in locating Regall. Sheriff Torgerson later announced Regall was arrested Saturday morning, July 27, at approximately 7:30 a.m. in Madison, Wis., by the Madison Police Department.  He was transported to the Dane County Sheriff’s Office Jail and will be transferred to the Vernon County Sheriff’s Office Jail today. 

Vernon County Sheriff Roy Torgerson said during the intensive investigation, the Sheriff’s Office has learned of several other similar incidents in other jurisdictions.  The Sheriff’s Office said they are working with the Westby Police Department.  Also assisting the Sheriff’s Office were the Dodge County Sheriff’s Office and Beaver Dam Police Department, but Torgerson went on to say it is likely the list of law enforcement partners will grow as the multi-jurisdictional investigation continues. 

Sheriff Torgerson said he spoke with Westby Police Chief Scott Stuber about additional victims.  The investigation will continue, and more arrests could be made in connection to the case.

Formal charges will be sought through Vernon County District Attorney Angela Palmer-Fisher.
