Construction on infrastructure for Hanson Farm development set to begin

VIROQUA, Wis. — Infrastructure construction for the Hanson Property development, a major mixed-use project on Viroqua’s north side, is scheduled to begin in November. The Tax Increment funded initiative will construct new infrastructure to support future residential and commercial development, as well as serve the wider northwest area of the city.

The project’s first phase will focus on utility crossings along Chicago Avenue, with contractor Badger Environmental set to begin work on Wednesday, Nov. 12. This initial work is expected to be completed quickly, with multiple crews working to finish the crossings, rebuild the road, and pave the opening by Friday, Nov. 21. During this time, Chicago Avenue will be closed between Airport Road and Marquette from Thursday, Nov. 13 through Friday, Nov. 21, opening for the weekend of November 15-16.

The full infrastructure plan for the Hanson Property is scheduled to be completed by 2026. This phase includes creating four new roads, installing new water, sewer, and storm sewer systems, and developing a regional storm water pond and a new city park.

Hanson Farm Development

The Hanson Farm Development covers approximately 23 acres in the heart of Viroqua’s north side business district. The property was initially purchased by the Viroqua Development Association (VDA) in 2023 and has since been acquired by the city.

The development includes both residential and commercial components:

  • Residential Housing: Four developers have committed to building over 100 units of housing, including a mix of duplexes, townhomes, and rowhouses. Residential buildings are anticipated to start construction in 2026 and continue through 2028.
  • Commercial Space: The plan includes three commercial lots along State Highway 14. Businessman Lavon “Spanky” Felton is developing these lots with a conceptual farmstead theme that aims to preserve existing elements like the dairy barn and silos, possibly featuring retail, food, or an indoor/outdoor venue. This part of the development is still on the concept phase.
  • New Infrastructure and Amenities: The development incorporates a new city park and a multi-use path on the north side of the main new road (“Road A”).

Traffic Signal Installation

A key element of the larger project is the planned installation of a new traffic signal at the intersection of US 14 and the Walmart entrance (Walmart Road).

This traffic signal installation is being pursued to improve safety at the intersection and will be installed by the Wisconsin Department of Transportation (WisDOT). The proposed improvements include installing traffic signals and changing the existing left-turn lanes to offset left-turn lanes.

The completion of the new primary road (“Road A”), which will link Chicago Avenue to Main Street at the Walmart intersection, is scheduled for 2027, coinciding with the anticipated construction and installation of the new traffic signals.
